Job Profile:

The Assistant Chief is a senior staff position with responsibility for leading and managing the daily operations of the assigned portfolio, developing plans, procedures, and operational standards for implementation for many aspects of the Fire Paramedic Service.

The Assistant Chief is in charge of fire and paramedic program management in areas such as fire operations, emergency medical services operations, fire and paramedic service quality, emergency communications systems, fire prevention and public education, emergency management, or other programs.

The Assistant Chief is responsible for continuous development and improvement of divisional services and is required to display judgement and initiative on administrative, operational and technical matters, problem-solving and decision-making.

A position may require specialization in fire and/or emergency medical services and/or emergency management and further specialized training (e.g. research and statistical analysis, adult education).

To provide candidates with well-rounded knowledge of management of the Winnipeg Fire Paramedic Service and enable succession planning, incumbents may rotate divisions and reporting relationships at the discretion of the Fire & Paramedic Chief.

 

As the Assistant Chief, you will:

  1. Analyze and coordinate overall staffing, identifying staff requirements, participate in recruitment, evaluate performance, and ensure effective development and guidance of staff through training, professional development, and the appropriate delegation of responsibility and authority.
  2. Effectively handle day to day employee and labour relations matters, including the hearing of grievances and the imposition of discipline, as required.
  3. Actively participate in the development, implementation and maintenance of effective operating policies, systems and procedures for the division.
  4. Analyze and plan for short and long term staffing and resource requirements, making appropriate changes including equipment deployment and the transfer of personnel as necessary for the continuing efficiency of the division.
  5. Initiate and direct the review of policies, programs, processes, procedures and performance measures to ensure their relevance, effectiveness and efficiency, and initiate or recommend changes as required.
  6. Liaise with peers and more senior level personnel in other departments, agencies, or levels of government. Represents the Service as required, including acting as chair or participating member of boards or committees.
  7. Respond to and resolve concerns and complaints arising from City Councilors, external organizations and citizens.
  8. Monitor the annual operating budget to meet the portfolio’s approved annual objectives and within authority approves operating spending.
  9. Design strategies and recommend changes to priorities, services, budgets and staffing levels. Implement approved recommendations applying project and change management principles as appropriate.
  10. Provide input to the Department’s operating and capital budget.
  11. May be scheduled as on-call executive officer, and may assume responsibility and command at major emergency incidents in order to provide strategic command in directing resources to address the incident.
  12. Perform any other duties consistent with the classification, as required.

Your education and qualifications include:

  1. Bachelor’s degree or post-secondary education in Fire Services, Emergency Medical Services, Emergency Management, Management, Business, Administration, Commerce, Public Policy, or a related area.
  2. All or a combination of the following credentials: Fire Officer III (Fire Officer IV preferred), Advanced Care Paramedic / Primary Care Paramedic, Incident Safety Officer, Incident Command System (ICS) 100, 200, 300, 400, and Fire/Medical Priority Dispatch System. (Requirements may vary dependent on portfolio).
  3. Possess and maintain a valid Manitoba Class 4 Full Driver’s License.
  4. Several years of progressively responsible management experience in a multi-functional Emergency Fire and Medical Response System including the development, application and modification of emergency operational protocols.
  5. Several years’ experience in managing a complex highly unionized operational environment including the various aspects of human resources management such as performance management, attendance management, labour relations, accommodation, succession planning, strategic development, and recruitment.
  6. Proven ability to effectively communicate and establish and maintain effective working relations at all organizational levels and with a wide variety of stakeholders, including elected officials, media, internal and external agencies, union officials, staff and the general public.
  7. Demonstrated ability in the application, enforcement and interpretation of various statutes, and regulations.
  8. Demonstrated knowledge of EMS, Fire, and Emergency Management procedures, technologies, and safety and health legislation, and the City of Winnipeg organization, operating requirements, and corporate policies and procedures.
  9. Demonstrated ability in researching, analyzing, strategizing, communicating, planning and implementing progressive ideas and concepts, including preparation of comprehensive written reports for senior management.
  10. Demonstrated ability to work under stressful situations.
  11. Demonstrated leadership, managerial, organizational, analytical, and decision making abilities.
  12. Project management experience would be preferred.
  13. Demonstrated interest in professional development, continuing education and ability to complete additional education as suitable for the position.

  7. Willingness and ability to participate in the after-hours on-call rotation as scheduled by the Deputy Chief.

The salary range for this position is:  $6,401.50 Biweekly
